Start at the battery. Current flows through the wire to the coil, round the coil, out of the coil along the wire up to the spoke where the wire is wound round it, through the spoke, out of the spoke to the other wire when the paint segments allow it, down the wire and back to the battery. The adjustment of the wire brush on the "commutator" is the hardest part. (Note. this is not a true commutator but it is the closest word to describe it I could think of).

I am afraid that adjusting the position of the wire brush will be trial and error. The edge of the magnets need to be just past the centre of the coil when the magnetic field is created to repel them so they continue to move away.
If the magnets are right over the centre of the coil when the magnetic field is created then they could be repelled in either direction, but if they are already to one side of the coil, they can only move one way.
This is why you have insulated sections on the spoke. The insulated section stops the current flow and stops the magnetic field. Getting the wire to touch the insulated section at the right time is how it works.
If you start with the magnet directly over the coil the wire should be touching insulation and no current flows. Move the magnet to one side of the coil and the wire should now be touching a conducting section and the current flows, the magnetic field is created and the magnet should be pushed further away.

Note: The motor can work using either attraction or repulsion. I am just using repulsion to explain this for consistency. In either case the current is switched off when the magnet is directly over the centre of the coil and on when the magnet is at the edge.

The side where the paint is off all the way round and the copper wire is wound around is where the current flows into the spoke and the side with the segments is where the current flows out of the spoke and back round the circuit. The spoke is part of the electrical circuit, the magnets are not.
The magnets do not form part of the electrical circuit so it makes no difference if there is paint under them or not.

Note: Depending on which way you have connected the battery, the current flow may be the opposite direction to what I have just described. The circuit works either way, but the magnets will be attracted or repelled depending on which way the current is flowing.
When the paint segments prevent current flow there is no magnetic field.
When the paint segments allow current flow the magnetic field is created and the magnets are repelled (or attracted).
This is why the wire contacting the segment must do it at exactly the right point in the rotation of the magnets.

The position of the wire touching the spoke it extremely critical.
Whilst the wire touches the paint part no current flows, so nothing will happen. A good push gives the motor the momentum to move on to the next point.
I will just try to explain that again.
The motor does not run continuously, for part of the rotation of the magnets there is no current flowing and no power so unless there is momentum the motor will not work. Usually the first magnet is repelled fast enough to have enough momentum to carry it past the section that has no current flow so the second magnet moves into position, but if something slows it down (like the weight of the car) it does not go past that section and does not run.
